My personal experience is that some of the people there are very mercenary. They always have their hands out for tips, and when those are not coming, then there is foot-draggingly slow service.
Yesterday we had a water shut off scheduled from 10-2. It took them a full 55 minutes to actually be able to shut the water off.
Was that incompetence, or was it foot-dragging?
