Rockburn Institute is a not-for-profit research and education group which was established in 1978 by faculty and staff of The Johns Hopkins University School of Hygiene and Public Health. Early studies concentrated on state databases, case mix, case mix severity measures, measuring the impact of peer review, and the cost of graduate medical education programs.

In 1986, the Institute conducted a major study for the National Association of Private Psychiatric Hospitals measuring the impact of prospective payment on psychiatric hospitals. The results were published in the New England Journal of Medicine and altered the federal governmental approach to hospital payment.
Services
There is a strong linkage between access to adequate and affordable housing and the health of a community. In Howard County, this is complicated by high housing costs. The lack of stable housing can affect one's health as well as the ability to access quality primary healthcare. This includes physical and mental health.
Medicare Spending Per Beneficiary (MSPB) measures the efficiency of hospital episodes and is an integral component of Centers for Medicare & Medicaid Services (CMS) quality measurement. We analyzed four years of CMS Hospital Compare datasets for MSPB (CY 2014-17). We grouped 3,070 hospitals by state.
For over 40 years, Rockburn Institute has enabled and enhanced over 80 healthcare organizations' strategic planning, management, governance, clinical, health services research, and analytical activities. In 2017 Rockburn Institute partnered with Wolters Kluwer to study the effectiveness of Lippincott Solutions and Lippincott Advisor - two evidence-based clinical decision support tools for nurses at the point-of-care. The study looked at the many aspects of the Value Based Purchasing (VBP) measure used to assess hospitals care of Medicare beneficiaries.
Rockburn Institute has long been concerned with environmental issues affecting streams, watersheds, and land conservation. The offices of Rockburn Institute are located next to the Rockburn Branch, a stream that is part of the Patapsco River and Chesapeake Bay watersheds. The offices are located on a land trust that protects over 200 acres of forests, fields, waterways, and historical sites.
