Born and raised in the working town of Anaconda, Montana, Santana attended the University of Montana and earned a B.A. in History with a minor in Political Science. She studied abroad in Italy, moved to Los Angeles, volunteered at Northridge earthquake sites and worked for the social security administration before attending the University of Montana School of Law.
