Health insurance is an important piece when considering retirement and PHIP is here as an option for your retiree health coverage. PHIP offers a variety of health benefit options to PERS retirees, whether you are just retiring or are already a PERS retiree.

We are a group health insurance plan specifically designed for Oregon PERS retirees and their eligible family members. The PERS Health Insurance Program (PHIP) provides PERS retirees with benefits that provide high quality, comprehensive coverage (or benefits) at the most cost effective rates possible that will also meet retirees' benefit needs.
PHIP reviews eligibility when we receive your enrollment forms as defined in OAR 459-035-0070. A PERS retiree, who is receiving a PERS retirement allowance or benefit or who received an optional lump sum payment. OPSRP disability benefit recipients are not eligible for PHIP until they are an eligible retiree under ORS 238.305, 238.315, 238.195, or 238A.400.
PHIP enrollment opportunities, as defined in OAR 459-035-0070, are the only times you can enroll in PHIP: Eligible retirees and their spouses or dependents who do not choose to enroll in a PHIP health plan during one of these enrollment opportunities will not be able to enroll in PHIP coverage. For dependents to enroll in PHIP the retiree must be eligible to enroll in PHIP, and at some point, enroll with the dependent.
To enroll in PHIP, all Medicare-eligible members and eligible Medicare dependents are required to be enrolled and maintain both Medicare Part A and Part B. Enrollment in a PHIP Medicare plan includes automatic enrollment in a PHIP Medicare Part D Prescription Drug Plan. PHIP requires a copy of a Medicare card or a Letter of Entitlement (Social Security Letters of Eligibility are not valid) with your PHIP Enrollment Request Form.
Oregon legislation established two separate trust funds that contribute a monthly premium subsidy towards the cost of PHIP-sponsored medical coverage for eligible Tier 1 and Tier 2 retirees. Verification cannot be completed until PERS finalizes the calculation of the PERS retirement benefit.
Once it is established that a retiree or surviving spouse is eligible for a subsidy, premium will be adjusted and any credits to the account will be refunded.
