Clearly a nuisance to the residential neighborhood, trying to run a commercial construction business in midst of a residential neighborhood. One of the side effects is that he parks his vehicles perpendicular, spilling into the sidewalk and /or the bicycle lane. Many residents, students and cyclists need to get by safely, and should not be distracted by cars parked like this, on a daily basis. There is parallel parking on this street, that R. Pagan and his people seems to not be willing to use. Also, the constant come and go and attention this draws is not ideal for neighbors. Many handicapped
