You can't talk to the people. I explained this was a one time mistake on paying bill late because I've had sick kids and even explained one of my kids are asthmatic and they have no care. The lady said they have a small staff and only one guy works to turn water back on. Imperial Beach has their quirks and this is one of them. Yes, I made my payment late, yes I should of been more responsible, but with 3 sick kids your attention is focused on them. Thanks allot California American Water!!
