PACE began in 1992 when Marty Penhallegon realized his dream of building one of the most successful civil engineering firms in the Pacific Northwest. He and an experienced group of professionals founded PACE with a shared vision of supporting community infrastructure and developing communities in a comprehensive and sustainable manner.
We have expanded our expertise over the years to build a multidisciplinary team that can offer our clients a complete package of civil and structural engineering, planning, surveying, and GIS services. Services
PACE provides comprehensive civil engineering services for all types of municipal projects, including water and sewer utilities, stormwater management, watershed planning, roadway and sidewalk design, parks and trails, public works facilities, stream restoration, environmental restoration, and parking lots/structures.
PACE's planning group specializes in comprehensive water, sewer, and stormwater plans. While our planning documents comply with regulatory requirements, our primary goal is to develop detailed, useful, and relevant plans that our clients can use every day. Our expertise at assessing and forecasting the needs of our clients helps PACE planners create strategies for improvement and expansion that are tailored for future growth.
If you're preparing for a construction project, you need to know the exact dimensions of the land you are working on. You need to know where you are allowed to build and where hazards might be. You also need to know whether you can disturb the land at all. Before you start your project, you need land surveying services.

PACE has massively overcharged me on two civil engineering projects, cost me hundreds of thousands of dollars in years-long delays, and given me totally incorrect information as to what would be approved on the city level for dividing a piece of property. When I started to tell another general contractor what happened, the moment I said the name PACE, he said, "I don't work with PACE because I would like to have some profit on my projects." If you don't mind extremely long, drawn-out delays, paying through the nose, and getting the run-around by engineers who claim to know city
