I lived there for a couple of years ago back in the early 2000's when I was an Army Officer stationed in the National Capital Region.
I remember there were some draconian rule about use of washing machines and a lot of hoops to jump through to get anything done.
Seems there was a geriatric oligarchy of owners that basically ran everything and you had to tread lightly around them for the risk of offending them and getting your nuts smashed!
Kind of a stuffy atmosphere but over all a clean quiet place to live.
Parking was a headache unless you paid a lot for a personal space, I didn't so....
