Mr. Thomas Flores is a registered professional civil engineer and land surveyor in the state of Texas. Originally born in Beeville, Texas in 1945 Mr. Flores grew up in San Antonio and then enlisted in the Army and separated from the military as a Captain as a commissioned officer in the Corp of Engineers.
