In 1986, the federal government implemented the Low-Income Housing Tax Credit Program (LIHTC), to shift the burden of providing for households with low to moderate incomes from the government to the private sector. I was approved for an apartment, put down the $100 money order hold, then waited weeks for corporate, all the while being assured that was just a technical process. Right before I needed to move, I was informed I made too much money. I had to resign my job and scramble to find another place within 2 weeks in December! I now have an eviction on my record and I never got the full $100 back. They sent me the original money order which had to be replaced because it was written to them, incurring a $25 fee. Disgusting.
