Definitely run by people who don't care. The apartment was initially set up by cutting many corners. Tile doesnt go all the way to the cabinets, carpet isn't tucked into corners properly, etc. The rent is raised every month yet no work is put into the property and repairs are rarely done. Upon moving in the apartment wasn't fully cleaned and moving out had to wait an hour for someone to walk through the apartment with me. Lived here for 3 years because I am a student and it was cheap but you get what you pay for.
