Since 1971, Hegira Health, Inc., a private non-profit organization, has been a leading provider of behavioral health and integrated care services to persons of all ages. The Community Outreach for Psychiatric Emergencies (COPE) is a program created by Hegira Health, Inc. (HHI), in response to a need identified by the Detroit Wayne Mental Health Authority (DWMHA) to centralize and mobilize adult crisis services across Wayne County.
With more than 40 years of experience in crisis services, and having maintained the only community-based 24-hour walk-in center since 1980, HHI took on this challenge without hesitation. The system improvements provided by COPE benefit a broad scope of stakeholders, including but not limited to, consumers, consumer families and other supports systems, hospital emergency departments, emergency responders and community clinics.

Services
Our professional Mobile Crisis Teams are available 24-hours to go to hospital emergency departments, group homes, community mental health clinics, or public buildings to help resolve a psychiatric crisis, address immediate needs, and facilitate access to hospitalization, community treatment centers or support services.
Mobile Crisis Stabilization Teams are available 7-days to follow-up with consumers referred from emergency departments and referred to less than inpatient and community services that are not medically monitored 24-hours e.g. Prior to the consumer leaving the emergency department, a stabilization appointment is offered and scheduled.
To ensure cultural competencies across the various cultures and subcultures that comprise Wayne County, in addition to ensuring geographical access over Wayne County's 670+ square miles, Hegira Programs' mobile crisis service model was built around the engagement of additional strategically situated service agencies.

Over 95% of the Pre-Admission Reviews dispositions for fiscal year 2017 were completed within 3-hours, meeting or exceeding MDHHS performance standards. COPE call-center services demonstrated an average response time of less than 12 seconds through the FY and a call abandonment rate of under 3%.
By tracking data never before available, over 1600 requests for service were identified as meeting CRU criteria though were admitted inpatient due to a lack of CRU beds in the community.Not only were COPE's services instrumental in demonstrating the need for increased Crisis Residential (CRU) services in our community but they also served to teach the community about the use of CRU as an alternative to hospitalization.
