All PREI commercial inspections meet or exceed the ASTM standards for Property Condition Assessments. These inspections are specifically for commercially zoned buildings for multi-family, retail, office, warehouse, aircraft hangar or mixed use buildings. Property Condition Assessments (commercial inspections) are not "home inspections" of commercial property.
All PREI Phase I ESAs meet or exceed the ASTM, CERCLA and other State and Federal standards for Environmental Site Assessments. These assessments are most often required by lenders as part of their due diligence requirements for any commercially zoned property.
Every Phase I ESA conducted by our team of dedicated environmental professionals includes four key components: (1) Comprehensive Records Review, (2) Thorough Site Reconnaissance, (3) Interviews with present and past owners, operators, and occupants of the property as well as government officials when available and (4) Detailed Report of Findings.

An experienced inspector that you can trust. Our residential property inspections are easy to understand, clearly written and technically extensive. We inspect the ENTIRE property including: structural, mechanical, electrical systems, plumbing systems, roofing systems, site drainage, HVAC, appliances, equipment, life safety, code compliance, interior finishes, exterior finishes, saunas, pools and PV systems.
There are a lot more variables and complexity in a commercial building than residential. The size of the property, infrastructure, life safety and egress, etc. We have inspected more than 7 million square feet of commercial space throughout Hawaii and bring decades of experience to every inspection we conduct.

If your looking for the best Home inspector this is the guy! So much experience, and just an awesome guy! Inspection is professional, and as a former GC he actually knows what he is talking about. As a realtor I've used many inspectors, but Frank is the go to guy. He is a very busy inspector, so make sure to reserve ahead of time. You won't be disappointed.

We are currently in Escrow and recently used Frank the owner of PREI. He was absolutely fantastic and without a doubt very thorough, knowledgeable and professional. Frank was awesome. Great communication before, during, and after the inspection. I even had a follow up email or 2 with him and he was completely thorough. I was impressed with his presentation method and the attention to detail. As an orthodontist I can be difficult to please because my patients hold me to a standard measured by tenths of a millimeter. I'm certain Frank could make every one of my patients happy due to the care and detail he performs his work with.

Frank was amazing! He was able to squeeze us in to accommodate a very fast close on our house. His reports are very thorough, I love that pictures are included for every item on the list so you can go back and reference exactly the area that needs addressing. We used PREI for the pre-close inspection based on the recommendation of our realtor. We were particularly nervous about this inspection because we were still living stateside and couldn't be there for it, and the home was a huge financial investment for us.

This was an old ( 100yr +), large ( 5000 sf+) home in Manoa area.
Frank was quick to respond to request for inspection, prompt in arriving on schedule

My wife and I are purchasing a condo on Oahu and decided to go with Frank due to the raving reviews we read on Yelp and other sources. Our decision turned out to be a good one. Frank was always prompt to respond and kept us informed on appointment scheduling and other status update.

As a first time home buyers, my husband and I were not entirely sure what to expect during our condo inspection. Our real estate agent recommended that we go with Frank Dugger. We are so happy that we did! From the start, Frank was super friendly and approachable. Frank gives extremely thorough service. He is great with people and very knowledgeable. He is very detailed and he goes above and beyond what other Home Inspectors normally do. I can't say enough about his friendly demeanor and patience.
