This affordable housing program is for individuals and families with moderate incomes allowing below market rents for those who qualify. The program is not a subsidized housing program as each resident is responsible for their full amount of rent each month. Rental amounts are based on the pre-set income limits in the geographic area and not based on your individual household income.
See our community in-person! Your smartphone will be used to grant you access to the home you're interested in and will act as your tour guide. Ready to apply? Once approved, the team will provide you with an electronic lease agreement and work with you to register for our resident portal. You will receive a code and location for a lockbox where you can pick up your keys and move in to your new home at your convenience.

HORRIBLE, this place was very nice in the beginning when I first moved here 3 years ago, but now it’s starting to turn out very ghetto sad to say. You can’t even walk out of your apartment without smelling the stench of trash because people don’t know how to dispose they trash in the compacter properly, and then the neighbors.. Lordy the neighbors.. they are so noisy all day and night all I hear is kids running around and jumping off of things and a young infant crying all the time and the parent yelling instead of comforting the child smh this is really the worst living experience ever!

I have been living out here for a very long time the maintenance has went down the people in the rental office has changed and even the owners arw awfil. The rukes that they have currently now doesn't make any since at all and when you want to speak to a higher up person you dont get any response at all. I have been living out here to see the drastic change for the worse and it makes whispering oaks look really really bad as a community because it use to be ran much much better that what it is currently.

I’ve been trying to get my mom in this community for the last 3 years and I call probably once a week. I know I’ve been a pain but Eboni has been so helpful and pleasant explaining the process to me. I know my mom will be happy there. She’s currently in a senior living and she hates it but wants to stay in Portsmouth. I never wrote these but God brought it upon my heart to let her know she’s appreciated in theses crazy times.
